Guidelines of Development in QuasarApp

Requirements for paperwork management.

1. All dokusenty should have a name reflecting its contents.
2. The title of the document must be strictly in English.
3. Documents must be executed strictly in md format.
4. Each Document describing the requirements should contain 2 sections: Strict observance and Recommendations.
